1.1 Introduction

1.1.1 The impact of transport proposals on other Government policies should be considered, in order to assess the effect on overall policy integration within Government. A review should be carried out to identify whether the strategy or plan as a whole either (a) contributes to and is consistent with, (b) has no overall contribution or (c) is inconsistent with other Government polices beyond transport. For example, improved transport provision can assist wider Government policies, such as Welfare to Work, and access to education and health care.

1.1.2 Where it is possible to identify specific Government policies that are either benefited or hindered, these should be listed as part of the worksheet for this impact (Worksheet 1). Key policies affected by a strategy or plan must be listed. Other policies which are likely to be significantly affected should also be included. In determining the overall score, any marginal differences should be ignored and greatest weight given to key policies. Study steering groups should be consulted for advice on determining relevant key government policies. Where more key policies are benefited than hindered by the strategy or plan, the overall score is Beneficial. Where a roughly equal number of policies are benefited as are hindered, or there are no government policies affected, the overall score is Neutral. If more key policies are hindered than benefited by the strategy or plan, or the strategy or plan is broadly inconsistent with Government policies the score is Adverse. See Table 1.

1.1.3 Each specific policy must be supported by reference to the relevant policy documents published by the respective Department.

1.1.4 A list of the Departments of Government is provided below. To assist with the process of identifying likely impacts, Table 2 breaks the list down to reflect the extent to which transport options in the studies are thought likely to have an impact on various policy areas for which those Departments are responsible. However the impacts are likely to vary between Studies. The process of examining the impacts on other Government policy should be re-examined for each study option. Where appropriate, consultation should take place with officials and affected groups to generate supplementary qualitative evidence.

Special consideration should be made of the potential impacts of plans or strategies in England on Scotland, Wales and Northern Ireland. In addition to the central Government Departments, contact may be required with officials from the Scottish Executive, Welsh Assembly or the relevant departments of the Northern Ireland Office.
