02-07-09 Next steps in VOSA service transformation

The Vehicle and Operator Services Agency's (VOSA) Llandrindod Wells Testing Station will close on 25 September 2009.

This closure forms part of VOSA’s long-term plan to improve efficiency in its test station network, replacing its ageing test stations, many of which predate the development of motorways in the UK, with new authorised facilities under contract from the Agency.

Staff based at Llandrindod Wells will transfer to neighbouring sites to carry out tests and VOSA will ensure that customers affected by the closure are kept informed and will assist them in making future test bookings at alternative locations. A customer seminar is being held on 15 July in Llandrindod Wells to discuss the closure and future plans for testing in the area.

VOSA has already announced the closure of 3 test stations and a further 10 test lanes across the country.

Alex Fiddes said “VOSA’s plans for a modernised service include refreshing the current Designated Premises network with the creation of Authorised Testing Facilities (ATF) run by private companies such as operators and maintenance providers. VOSA staff will continue to provide independent, regulated tests for the ATFs.

“We want to provide a modernised, more efficient service for our customers. VOSA has been working with operators and maintenance providers for some time to offer testing at designated premises with great success. Taking our services to the customer reduces the amount of vehicle downtime and, as a result, is more economical for operators. This closure is part of a programme looking at transforming VOSA’s testing operations. VOSA will continue to discuss proposals for change with the trade and its customers.

Notes for editors:

VOSA halved the supplements currently charged for testing away from Agency premises in April 2009 and plan to abolish the supplement in 2010 subject to consultation. This will reduce costs for operators wanting to use sites run by third parties, which can be more conveniently located to their operations.

VOSA (Vehicle and Operator Services Agency) is responsible for:

• Processing applications for licences to operate lorries and buses and registering bus services

• Operating and administering testing schemes for all vehicles, including the supervision of the MOT testing scheme

• Enforcing the law on vehicles to ensure that they comply with legal standards and regulations

• Enforcing drivers' hours and licensing requirements

• Supporting Traffic Commissioners to help them make informed decisions on operator licensing, vocational drivers and bus registration requirements

• Providing training and advice for commercial operators

• Investigating vehicle accidents, defects and recalls.
