19-12-06 VOSA outsourcing feasibility study
As an Agency of the Department for Transport, the Vehicle and Operator Services Agency (VOSA) continues to look for ways to improve and ensure that services are effective, of high quality, and value for money. Whilst we pride ourselves on the quality of services that we currently provide for our customers, like any good organisation we must continually improve to ensure services are fit for purpose when working with the Transport Industry in the 21st Century.
VOSA is therefore undertaking a detailed feasibility study regarding the merits or otherwise of further private sector involvement in considering the provision of its services.
Whilst we look at the potential opportunities, road safety and quality of service are, and will remain, our primary concern as an organisation.
The drivers for change
The feasibility study provides a robust and detailed assessment process of relevant VOSA services to look at ways to:
- Deliver better Value for Money;
- Improve Customer Services;
- Lighten the Regulatory Burden; and
- Deliver Wider Government Objectives.
The scope of the feasibility study
The services within scope of the study are:
- Training Services;
- Operator Licensing Administration;
- Lorry and Bus Testing;
- Prosecution and Legal Services;
- Some VOSA administrative and support services (including Traffic Enforcement support, Vehicle Enforcement support, MOT support and Vehicle and Traffic Enforcement administration);
- Routine Enforcement; and
- Estates Rationalisation.
The Timeframe
The feasibility study is due to complete in late Spring/ early Summer 2007, the outcomes of which will be shared with the public following consideration by the Department for Transport.
