16-08-05 Possible delays until 2005

An informal meeting was held on the 12 September 2003 attended by several member states [including the UK], European Commission and manufacturers of tachographs, Smart cards and some vehicle manufacturers to discuss the complex Type Approval procedure.

The tachograph manufacturers conclude that the earliest date for obtaining type approval is March 2004, and would then expect initial production units to be available about May 2004.

The vehicle manufacturers stated that due to testing they need to carry out, fitment of digital tachographs to all new vehicles will not be possible until March to November 2005.

It must be recognised that these are estimates and further movement of 2 or more months may well happen.

Member States will be in discussion about allowing analogue tachographs to be used pending the implementation of digital tachographs some time between March 2005 and December 2005 - assuming that manufacturers current time estimates are met.

Smart Cards

The UK still has plans for cards to be ready for use in May 2004, but this could be delayed because of the type approval of digital tachographs being delayed.
