07-11-05 VOSA invests in new headlamp aim testers

VOSA is investing more than £300,000 in an upgrade of headlamp aim testers at its testing stations around the country.

The contract has been awarded to L.E.T.n.v. (Belgium) for the provision of new headlamp aim testing equipment - mainly the Luminoscope ® type PLA 20-DR - between mid-December 2005 and the end of March 2006. Headlamp aim consistently leads the top 10 reasons for both PSV and HGV failures: in 2004/5, 19.3% of HGVs failed on headlamp aim, while 10.9% of PSVs failed.

VOSA has 87 heavy goods vehicle testing stations and around 170 new headlamp aim testers will be installed, contributing to the VOSA estate and equipment modernisation programme.

In addition to functioning as a standard headlamp aim tester, the new equipment is capable of electronic assessment of headlamp aim, unlike the current manual system. It will also provide rapid, accurate alignment, and can be linked to test lane IT systems to record and print test results.

VOSA (Vehicle & Operator Services Agency) is responsible for:

• Processing applications for licences to operate lorries and buses and registering bus services

• Operating and administering testing schemes for all vehicles, including the supervision of the MOT testing scheme

• Enforcing the law on vehicles to ensure that they comply with legal standards and regulations

• Enforcing drivers' hours and licensing requirements

• Supporting Traffic Commissioners to help them make informed decisions on operator licensing, vocational drivers and bus registration requirements

• Providing training and advice for commercial operators

• Investigating vehicle accidents, defects and recalls
