VOSA’s organisation structure
VOSA’s activities are managed as follows:
Chief Executive’s Office
• Contains the Chief Executive, Internal Audit and MOT Appeals
Operations Directorate
A delivery focused directorate that provides effective and efficient delivery of front line enforcement, testing, licensing services and administration to support that activity. The directorate also provides administrative support to the Traffic Commissioners in their role as regulator.
A wide range of activities are carried out to check compliance of roadworthiness and road traffic legislation at the road side, operators’ premises, MOT garages and statutory inspections of vehicles in our network of GVTSs and designated premises. To support the work of our enforcement activities, a specialist group is available for the more complex investigations arising from serious non compliance.
The directorate is created to provide a management structure that allows the front line staff to focus solely on delivery of road safety services. All supporting services are managed by dedicated teams both within, and external to, the directorate.

Organisational Development Directorate
The Organisational Development Directorate combines the previous HR and change functions with those of Business Excellence and strategy, planning and performance.
OD Director
As a member of VOSA's Directing Board and Senior Responsible Officer (SRO) for the
Transformation Programme, the OD Director has responsibility for setting the strategic
direction of the Agency, delivering its business objectives and ensuring it s well run. As Chair
of the Business Change Board (BCB), they provide assurance to the business that proposed
change is strategically aligned and that there is sufficient business capability to deliver.
Strategy, Planning and Performance (SPP)
The SPP team works closely with Directors and other areas of the business to enable delivery
of VOSA s strategy to maintain or improve compliance. It provides advice, support and
challenge to the business in relation to strategy, planning and performance management, and
is directly responsible for the production of the annual business plan, annual report and
accounts, corporate scorecard, and regular performance management reports, as well as
providing support and challenge to the operations planning and target setting process.
Business Excellence
The Business Excellence team is responsible for implementing improvement systems
necessary to drive VOSA towards Excellence and to deliver the systems necessary to
demonstrate the compliance of our practices and approaches. The team will also assist the
business in creating a culture of continuous improvement, planning, selecting and
implementing business improvement tools, techniques and processes.
Change Management
The Change Team supports the business through the implementation and management of
change, from business as usual activities to major strategic projects and programmes.
Specifically, the Team works with the business to ensure that staff and managers are involved
in developing and implementing change wherever possible and that Projects are run
effectively and in accordance with Cabinet Office, DfT, and VOSA governance processes.
The team also manages the annual civil service people survey and works with managers
across the business to improve engagement levels in their teams
HR Business Partnering and Service Delivery Centre
In line with DfT and wider Civil Service initiatives, HR is moving to a Business Partnering
model. The Service Delivery Team and DVLA colleagues will continue to deliver and support
HR processes whilst the remainder of the team will transition into a Business Partnering team.
Through becoming an integral part of management teams, the Business Partnering team will
support managers to identify HR issues and develop HR solutions and strategies that help the
business achieve its aims.
The Service Delivery Centre provides operational HR transactional activities and casework
support to managers and staff on resourcing, redeployment, payroll and performance
management. They also carry out ad hoc exercises such as management of voluntary exit
schemes and system testing for new and enhanced HR and Self Service systems
Training
The Technical Training team utilises its expertise & different trainer disciplines to engage with
the business, Transport Learning Group and Civil Service Learning in identifying training
needs and developing training strategies and services which help to deliver a highly skilled,
professional workforce that can meet the challenges of a changing organisation. The team
also develops and delivers bespoke VOSA courses to internal and trade customers, including MOT garages.
Information Directorate
The directorate exists to transform VOSA’s Information Technology and Information Management into a class leading provider of customer and agency services, delivering efficient IT services to users and customers, together with timely, accurate information and intelligence to improve decision making and innovative IT solutions to enable the VOSA change agenda. It also includes our Contact Centre in Swansea which deals with customer enquiries and bookings.

• Delivery of Intelligence & Information Technology strategy
• Delivery of Intelligence to support VOSA Enforcement efforts
• Delivery of high quality cases to Traffic Commissioners
• Delivery of Technology Services and IT-enabled improvement

Scheme Management & External Relations Directorate
The Directorate leads the Agency’s relationship with customers and trade groups - understanding their requirements and the impact of legislation on them; and is responsible for policy interpretation and implementation across the range of VOSA services.
We safeguard the corporate reputation via: Providing the Agency/DfT interface regarding the development of new and revised policies and associated legislative requirements, including fees submissions, providing a corporate office function including board secretariat, FOI, DPA, PQs, customer complaints and external communications.
We are accountable for: Developing and maintaining effective relationships with DfT at policy/scheme interfaces and operational policies for Enforcement and Roadworthiness, negotiating and delivering DfT funding for operational schemes, VOSA’s relationship with customers and trade organisations, Management of risk and business continuity planning, Corporate Office services including customer complaints, FOI, developing effective relationships with industry representatives, and wider European Road Safety Agencies.
Resources Directorate
The Directorate is responsible for the management of VOSA's finances, and for the management of all its estates and various facilities, throughout the UK.
