ICAO is the specialised United Nations agency established by the Convention on International Civil Aviation, otherwise known as the "Chicago Convention", signed in 1944.  The UK was a founding member and continues to play a leading role amongst the now 190 Contracting States and on the 36 member Council. 

The role of ICAO is to provide standardisation and technical guidance on the proper functioning of international civil aviation which it does through: the development and issuance of standards and recommended practices (SARPs); production of detailed guidance material; a safety and security audit process; international conferences and workshops.

ICAO also provides policy leadership and international coherence through triennial Assemblies where it adopts Resolutions which add to the Convention in terms of the agreed scope of the organisation. The 37th Assembly is scheduled to take place in 2010.

The Secretariat of ICAO is based in Montreal and has regional offices in Bangkok, Cairo, Dakar, Lima, Mexico City, Nairobi, and Paris.

The UK maintains an office in Montreal and is staffed by the UK Permanent Representative to ICAO (Michael Rossell) and the Air Navigation Commissioner (Paul Fleming).
