19 July 2011Status of NTM 6.2 dataset definitive
NTEM 6.2 has now replaced NTEM 5.4 as the definitive dataset. NTEM 5.4 remains available on the website for checking historic work undertaken between 2008 and 2011, but the former IN DRAFT dataset NTEM 6.1 has now been removed from the website.
14 April 2011Status of NTM 2009 dataset
TEMPRO users who use the NTM traffic forecast calculations should use the most recent version of the NTM forecasts, currently 2009. These forecasts are not subject to the same orderly release process as the NTEM datasets themselves as they are not usually required for Business Cases.
12 April 2011Correction to NTEM 6.2 Dataset
We have corrected the NTEM 6.2 datasets following an error in the versions released on 8 April 2011. This error affected the Planning Data between 2022 and 2030 only - the car ownership and trip end data for all years is unaffected.
Users should ensure they download and use the versions labelled 110411 or 110412. Any versions marked 110408 or an earlier date should no longer be used.
We apologise for any inconvenience caused by this error.
8 April 2011NTEM 6.2 Dataset Released IN DRAFT.
The NTEM 6.2 dataset is now available in IN DRAFT status. This new version has:
- Population updated using ONS 2008-based projections;
- Dwellings updated using Local Authority Annual Monitoring Reports;
- Employment forecasts updated consistent with more recent GDP forecasts from the Office of Budget Responsibility. The forecasting method has also been slightly revised. The distribution of Employment and Workers by Region in the base year 2001 (and hence in all years), has been updated using Workforce Jobs and the Labour Force Survey;
- An update to the Car Purchasing Cost Index in the Car Ownership Model in line with more recent RPI data.
In November 2010 we contacted registered TEMPRO users by email, setting out our intentions for updating the dataset to NTEM 6.2. Since then, the employment forecasting methodology and car ownership purchasing index calculations have been updated following further review and quality assurance procedures. Details can be provided on request and will, in some cases, be given in the forthcoming NTEM 6.2 Planning Data Guidance Note.
In July 2011 we expect NTEM 6.2 will replace NTEM 5.4 as the definitive dataset. At that time we also expect that IN DRAFT dataset NTEM 6.1 will be removed.
We have carried out extensive analysis and quality assurance of this new dataset and believe it represents a better forecast than all our previous datasets. However, if you have any comments on NTEM 6.2, please contact us at the earliest opportunity.
Users should note that the NTEM 6.2 datasets have not been password protected for technical reasons; however, they should still be viewed via the TEMPRO software and not directly.
3 December 2010TEMPRO website and support update.
From Monday 6 December 2010, the TEMPRO software and website will be managed within the Department. The website has also been updated. Please send all queries and comments to tempro@dft.gsi.gov.uk.
1 April 2010 NTM 2009 Forecasts Available in TEMPRO
We have released an updated version of the TEMPRO 6.2 software. The program itself has not changed, but it includes an option to use growth factors from the latest NTM 2009 forecasts. These should be treated as in "IN DRAFT" status until we give further notice that they have become the definitive dataset, replacing the NTM 2008 forecasts. Both the NTM 2009 and the NTM 2008 forecasts can be selected from within the TEMPRO 6.2 software. A patch is available for download by existing users of TEMPRO 6.2 that adds the NTM 2009 forecasts to their existing installation.
15 January 2010NTEM 6.1 Data Release IN DRAFT
We have now released the latest version of the dataset, NTEM 6.1 in IN DRAFT status. In this version, the population, household, employment and car ownership forecasts have all been updated there will be noticeable changes in trip end growth by purpose. Please refer to the Important Information page for full details.
The NTEM 5.4 dataset remains definitive until 15 April 2010 at the earliest. It is expected that NTEM 6.1 will then supersede NTEM 5.4 as the definitive version.
15 January 2010 Datasets renamed from TEMPRO to NTEM
We are renaming all the datasets on the TEMPRO website, including those released previously, from TEMPRO to NTEM (National Trip End Model). It is hoped that, in future, this will help to distinguish more clearly between updates to the software and updates to the data.
17 December 2009TEMPRO v6.2 software release
We have now released version 6.2 of the TEMPRO software. This supersedes the previous version of the software (v6.1) and we recommend that TEMPRO users start using it with immediate effect. For further details, please see the Important Information page.
19 March 2009Road Traffic Forecasts Data
Some users have asked why the results of the NTM calculations in the new Version 6 software do not match their previous manual calculations. The DfT would like to point out that the Road Traffic Forecasts data included in the Version 6 software is that released in December 2008.

3 March 2009Tempro 5.4 data set is definitive version
The DfT has decided that the TEMPRO 5.4 data set, and not TEMPRO 6.0 data set, will become the definitive version of TEMPRO until 31 March 2010. This decision has been taken because the TEMPRO 6.0 dataset shows substantial changes compared with TEMPRO 5.4 data set. Most of these changes relate to revised employment forecasts, which may have been a result of the economic downturn. The DfT has investigated these employment forecasts and has concluded that further consideration is required before we start using the data to appraise schemes.
The TEMPRO 6.0 data set will remain available on the website as a consultation version for several months, and we advise transport scheme promoters to carry out sensitivity tests using the TEMPRO 6.0 data set to demonstrate that the scheme is robust to alternative assumptions.
We apologise to users who have already downloaded and used the TEMPRO 6.0 data set, and would like to thank all users who have contacted us regarding their concerns with the data.
The latest TEMPRO v6.1 software can still be used in conjunction with the TEMPRO 5.4 data set.

TEMPRO v6 data sets are available for download.
This sata set is an update of the TEMPRO 5.4 data set incorporating ONS 2006-based sub-national population projection. Employment forecasts have also been updated.
The main difference users will see with the data set is a different distribution of population and employment at the local level. House planning assumptions remain unchanged.

TEMPRO v5.4 data sets are available for download.
This data set is an update that incorporates:
- Expected house building information taken from the most recent regional planning documents and subsequent consultation with regional planning bodies;
- The most recent sub-national projections of population, households and jobs;
- The October 2007 release of GAD 2006-based national population projections;
- Some minor changes to base year employment to rectify some local inconsistencies;
- The National Car Ownership Model has been updated and recalibrated to a 2001 base year, using spatially detailed 2001 income data.
The GAD 2006-based population projections, which indicate a much higher level of population in forecast years, have been incorporated in this release. In order to do so, some basic assumptions are made in order to weight the sub-national level data to these higher values. This is done for all the planning data variables. Dwelling information gathered from RSS consultation are, however, honoured up to 2016 and thereafter it is assumed that housing supply will need to be increased in order to accommodate an increased population.

Tempro System v5.1 and Data Sets v5.3 for Windows Vista and XP Available for Download
Updated installation files for Tempro System Files (v5.1) and Policy Based Data Sets (5.3) released to support installation on Windows Vista and XP operating systems. Installation files (v5.0) for Windows 95, 98, ME, NT and 2000 operating systems remain available. Version 5.1 for Windows Vista and XP and the related Policy Based Data Sets have been released only to facilitate changes needed for running under these operating systems and provide the same functionality as v5.0.

Tempro Data Sets v5.3 Available for Download
Several modifications have been made to improve the TEMPRO 5 data
sets.
Amendments have been made within the National Trip End Model to bring the data set in line with accepted mode split proportions for trip productions and attractions. This has particularly changed the balance between car and public transport mode share. The area type categorisation attributed to each NTEM zone has also been updated to better reflect urbanicity and population densities in 2001.
Changes have also been made to the planning data, specifically employment. Some inconsistencies were evident with employment sector profiles at the zone level that have now been rectified. Growth assumptions over time now provide more consistent forecasts than the previous TEMPRO 5 data set.
A new version of the 'Tempro Planning Data Guidance Note' v5.3, which explains how the v5.3 data was obtained from the NTEM model is also available to download.

Tempro System v5.0 and Data Sets v5.2 Available for Download
The problems with data set v5.1 have now been resolved and the replacement data sets v5.2 are now available to download. They are only compatible with Tempro System v5.0, which is again available to download.
A new version of the 'Tempro Planning Data Guidance Note' v5.2, which explains how the v5.2 data was obtained from the NTEM model is also available to download.
MapInfo Boundary Files for each region illustrate the boundaries of the new NTEM zones used in Tempro v5. You will need MapInfo to be able to view these files.
Note that test versions of the v5.2 data sets were added to the site last week. These contained minor errors in the 2041 data. If you have downloaded the data in the past few days it is recommended that you replace it if you intend to run studies for 2041.
22 May 2006 Tempro v4.3 System and Data Available for Download
The dft expect the new data for Tempro version 5 to be available by the end of June. In the meantime, they recommend that users use Tempro v4.3 and data sets 1.4 for Trend Based data or v1.6 for Policy Based data. These are now available for download from the 'Downloads' section.
The dft are sorry for the inconvenience this may cause you. An email will be sent to all users when version 5 is available for download.
12 May 2006 Data files temporarily removed from the Downloads section
The dft have discovered a fundamental error in the methodology used to prepare the TEMPRO dataset. Until the data has been re-analysed, we advise that you continue to use the old growth factors. The planning data is fine but the process involved in converting the dataset into trips needs to be corrected and the trip-data re-analysed.
Sorry for the inconvenience this may cause you. However, we will try and rectify the problem as soon as possible.
05 May 2006 MapInfo Boundary files available for Download
'Tempro v5 Boundary Files' are now available to download. They illustrate the boundaries of the new NTEM zones in Tempro v5. Please note:
- You will need MapInfo to be able to view these files
- The files are extremely large. The zipped size is 41.6MB. Download time is estimated to be 102 minutes for 56K modem and 11 minutes for 500K broadband.

There are now 2 Guidance Notes available
- 'Tempro Planning Data Guidance Note' contains details of how the data was obtained from the NTEM model. This was originally released as 'Guidance Note' v5.0.
- 'Tempro Guidance Note' is guidance on how to use the figures in Tempro v5.
27 April 2006 Updated Tempro System Version 5.0 released
Enhancements include;
- New 2001 Census Output Area based NTEM zone geography, with an increase to 2,496 zones nested within local authority districts.
- Comprehensive update of input planning data to a 2001 base, primarily making use of the 2001 Census of Population.
- Policy-based input dwelling assumptions for all Great Britain based on consultation with Regional Planning Bodies.
- Input household and population data remains primarily trend-based, although the forecasts are adjusted to avoid inconsistency with the policy based dwellings forecasts.
