Condition Surveys for BV224b(BV97b) - 2005/06

Authorities are required to carry out a visual survey of a proportion of their unclassified road network (minimum 25% of the nearside lane length per year) using either a UKPMS Coarse Visual Inspection Survey (CVI) or a more detailed equivalent visual inspection survey (DVI). Visual surveys must be carried out in accordance with "Visual Data Collection for UKPMS", Volume 2 of the UKPMS User Manual..

Note that all inspectors carrying out visual surveys for BV224b(BV97b) and all Data Capture Device (DCD) software used to collect the data must be accredited in accordance with the current UKPMS accreditation procedures. Concrete or part-covered roads should be included in the visual survey for BV224b(BV97b).

If DVI surveys are to be used as the basis for the survey, the DVI survey should be carried out in accordance with Version 6.01 of the UKPMS Rules and Parameters. The DVI survey should then be converted to a "CVI-equivalent" survey using Version 2.0 or later of the UKPMS HMDIF Conversion Software, and processed as a CVI survey. The HMDIF Conversion Software is available from the UKPMS Project Support Team.

Where CVI and DVI results are combined, CVI data must not be mixed with unconverted DVI data.

The part of the unclassified network chosen for the annual survey should, as far as possible, be a representative sample of the authority's entire unclassified network. Authorities should not be aiming to produce an unrepresentative result by "targeting" the survey towards roads that are in a particular condition.

When submitting their result for this indicator, authorities should state, in the Best Value Performance Plan, the percentage (of their entire unclassified road network) that is being used to produce the 2005/06 result, and the type of survey on which it has been based (CVI or DVI).

Data should be processed in accordance with a fully accredited UKPMS system, configured using UKPMS Rules and Parameters 6.01, using variable length processing. Users of Tranche 3 accredited systems should note that, at this stage, condition projection is not required to be used.

BV224b(BV97b) Calculation

The proportion of the length of unclassified carriageway surveyed for the 2005/06 indicator for which at least one of the UKPMS Rules and Parameters 6.01 Condition Index thresholds shown in the following table have been equalled or exceeded, divided by the total length of unclassified carriageway network surveyed for the 2005/06 indicator. The indicator result should be expressed as a percentage.
