The objectives are to assess how well the local authorities are including the needs of the disabled within their transport improvements. From that assessment, and from reviewing current guidance issued to local authorities, the contractor will identify any shortcomings, if any, of available guidance. Finally it is intended to identify what other guidance should be provided or any amendments to current guidance.


Guidance is available to local authorities to assess the design of pedestrian crossings, tactile surfaces, and design of public transport infrastructure and vehicles, to meet the needs of disabled travellers and pedestrians. The Department needs to monitor the local transport plans to see if local authorities have taken regard to the disabled when designing improvements to road networks and public transport.

Summary of results

  1. The full set of Local Transport Plans (LTPs) were analysed and a summary report was produced with recommendations regarding further advice which should be issued.
