This research is designed to deliver the tools required to appraise variable matrix multi-modal projects, policies and programmes. The software developed by this project will be of value to all organisations wishing to appraise multi-modal studies, including the Highways Agency, Local Authorities and educational establishments. It will also generate a better understanding of the scale and nature of the differences between fixed matrix/single mode appraisal and variable matrix/multi-modal appraisal.


The Government is committed to integrated transport. The methodologies necessary to appraise projects, policies and programmes proposed under the banner of 'Integrated Transport' have recently been published in GOMMMS (Guidance on the Methodology of Multi-Modal Studies). GOMMMS states that the necessary software needed will be available later in 2000.
