Objectives

To compare English transport appraisal practice (embodied in WebTAG) with that elsewhere in the world. Will take results from HEATCO as the starting point and compare developments since then. This will provide assurance in our appraisal framework and/or identify areas for development.

Desk-based study comparing current appraisal practice (and recent developments) in England and selected countries around the world.

Summary of results

  1. Concluded that appraisal framework in England is of comparable quality to international best practice. English documentation (WebTAG) is seen as leading model of documentation and has led the way in applying CBA more widely. Evidence behind some key values is growing old and likely to be growing emphasis on (local) growth impacts.
