The overall aim of the contract is to provide expert evaluation advice and support to the DfT, LAs and their contractors on an ad-hoc basis and in response to small-scale requests. This will help them focus and prioritise evaluation needs, make use of up-to-date evaluation guidance and consider solutions to complex methodological questions.
The specific objectives are:
1. Offer ad hoc small scale expert evaluation advice / quality assessment to DfT, LA policy makers / analysts and evaluation contractors;
2. Provide a sounding board for evaluators / analysts who are managing complex evaluations; and,
3. Provide additional training for analysts and / or policy makers in the evaluation approaches and principles presented in the impact evaluation guidance.
Provision of ad-hoc expert transport evaluation advice and guidance to DfT, LAs and others working in the transport evaluation field.
