To compile and scrutinise the SCTM approach to the estimation of employment movements with a view to develop some prescriptive guidance which is robust and consistent


Allow for the standardised estimation of employment movements resulting from transport interventions necessary for the assessment of wider economic benefit (WEBs). To assess whether the single constraint transport model (SCTM) approach is robust and consistent it is necesary to compare results from more complex and complete approaches.
Up to five comparison tests showing where and when SCTM approaches might differ and, if these approaches differ systematically, by how much. This will be written up in a report highlighting the main results.
