Objectives

A report is planned, with the objectives of;
- reviewing the theory and intuition for the effective density measure and the form(s)of the alpha parameter.
- define the appropriate formulation of effective density (with a practical view to DfT appraisal needs);
- estimate the form(s) and likely value(s) of the alpha parameter.
- advise practically on how the findings of the analysis should be incorporated into DfT's appraisal of agglomeration.

Description

To provide an evidenced value for the alpha parameter to allow the productivity impact of transport to be assessed more robustly.
