Objectives

. Identify the people, including older and disabled people, who require assistance to enable them to make informed decisions about their personal mobility and, insofar as it is possible, to enable them to have the same mobility choices as non-disabled people.
. Explore the specific needs and expectations of these people (e.g. what type of advice do they require? how far are they able willing to travel for such a service? are they willing to pay?)
. Identify and provide guidance on segmentation of types of services required to meet those needs
