To develop a Congestion TIF process evaluation framework, which will design a process evaluation to aid (i) a Congestion TIF package's development and (ii) inform the development of future road pricing schemes and programmes.
The framework's objectives are:
. to devise the process evaluation objectives and research questions such that the interests of the pump priming areas and the Department are comprehensively covered;
. to identify what organisations, groups and/or individual post holders are the stakeholders in a Congestion TIF package and what the roles and responsibilities of the persons to include in a process evaluation are;
. to design a process evaluation for Congestion TIF packages, considering what evidence is required and when; what data are needed, how frequently they should be collected, and how and to what standard they should be collected; how these data will complement the impact evaluation; and how data should be analysed; and how findings can be used to assist the development of schemes.
. to test the appropriateness and feasibility of the process evaluation requirements with pump priming areas.
The project will produce two outputs. First, a process evaluation framework for Congestion TIF packages, and second, a methodological note. Both will be delivered at the end of the project. The framework will be published.
