a) Identify existing smart card applications being developed by OGDs that have the potential for smart card ticketing to be implemented alongside or within them to support accessibility to public transport and services
b) Identify smart card schemes that are aware of ITSO and the future potential for interoperability with other card schemes
c) Identify opportunities and constraints of implementing smart card schemes for public transport accessibility, public services and other applications
d) Review and understand what Local Authorities and companies have already implemented across the UK
e) Investigate what existing schemes have planned for the next few years
f) Aim to develop an improved understanding of Value for Money (VfM) implications of smart card technologies (especially transport)
g) Review existing deployment, lessons learnt and determine how to improve future systems for long term sustainability
h) Ensure that all deliverables are clear, concise, accurate, thorough, of a high technical quality and well written


A report on existing smart card schemes, lessons learnt, recommendations for furture scheme designs and a good understanding of how DfT might incorporate the national standard (ITSO) for transport and public service schemes.
