To develop, test and finalise user-friendly guidance on the evaluation of major schemes, to assist those promoting and assessing initial evaluation plans; and to inform the eventual commissioning and management of major scheme evaluations.
In its Major Schemes guidance the DfT requires promoters of major schemes to set out and agree their evaluation plans with the Department. Therefore there is a need for user-friendly evaluation guidance to assist those promoting and assessing initial evaluation plans; and to inform the eventual commissioning and management of major scheme evaluations.
Evaluating major schemes will help the Department meet its commitment to assess the impacts of its policies, and provide the Department and authorities with valuable evidence to inform future scheme development and decision-making.
The project will deliver a user-friendly published set of evaluation guidance for both promoters and assessors of major schemes which:
. sets out what, as a minimum, the Department requires in plans for major scheme evaluations - covering the full range of major schemes;
. provides Department assessors with clear guidance to support discussions on evaluation plans and enables them to assess comparably and consistently the validity and feasibility of proposals; and
. helps major scheme promoters to plan, commission and manage robust evaluations, in consultation with the Department. The guidance will be published on the DfT website and/or WebTAG.
The project will also deliver a set of fully costed options for disseminating the guidance for consideration by the department.
