This scoping study is part of DfT's research programme to support the UK Government's Transport White Paper commitment to introduce legislation to allow Local Authorities to operate Road User Charging (RUC) and Work Place Parking Levy (WPPL) schemes. DfT wishes to investigate the imapct of RUC and WPPL on social inclusion and exclusion: defining the terms, identifying the effects of introducing such schemes, and considering how the issues should be addressed when developing a scheme.
The scoping study will outline in general terms the issues DfT and the Local Authorities need to take into account when considering social inclusion/exclusion in relation to RUC and WPPL schemes; focus in the issues that are considered most important and outline a methodology and work plan for investigating them; and provide fixed price estimates for the pieces of work suggested. A variety of ideas, with a practical focus, will be produced.
