Yes, if you use the latest version of DIADEM (3.0 or later).

Can I use DIADEM if I don’t have a SATURN or CONTRAM assignment model?

Not at the moment. However, some other transport modelling packages have their own demand modelling components which can be used to implement WebTAG-compliant models.
