
Copies of the new "Threat Assessment A Training Package" are now available from DfT TRANSEC. This is an updated version of TRANSEC's 2003 publication 'Bomb Warning Assessment'.
The new package recommends that all Threat Assessors are given refresher training on a regular basis. Given the changes to the package and need for regular refresher training DfT TRANSEC strongly encourages all Threat Assessors to complete the new package.
This TRANSEC training aid is only available to approved organisations and companies formally in receipt of Directions under the UK National Aviation Security Programme (NASP), i.e. an airline, airport, listed cargo agent or in-flight catering company. The aim of the course is to provide aircrew aviation security instructors with the necessary information to enable them to train flight and cabin crews on aviation security. This will enable them to instruct staff on the appropriate measures to be taken to minimise the consequences of security incidents. In order to attend this course it is necessary to have completed one of the following:
On completion of the course candidates will be provided with a booklet giving aims and objectives for providing aircrew training for airlines.
In order to bring this course into line with the Aviation Security Ground Instructor's course requirement, the Firearms and Explosives aspect has been lengthened from one day to two. If you have already undertaken the RFX two-day course and appropriate refresher courses it is not necessary to duplicate. Please indicate this on your aircrew instructor's course application form.

No fee is levied to attend this course. There is high demand and the course is often over-subscribed. Because of this we must prioritise applications. Allocation of places is given in the first instance to trainers who then go on to deliver training in accordance with Direction 12. This 7-day course is a required course for anyone who will be employed to deliver aviations security training to ground security staff at airports. It is also a required course for any trainer delivering in-flight catering security training or aircraft security training to ground-based staff (such as secure-clean contractors).
The course is designed to provide delegates with access to the information needed to design and deliver effective training to ground security staff. Delegates will gain an understanding of the aims and objectives of aviation security; the threat to civil aviation and the procedures in place to manage the risks to security. Successful completion of the course qualifies delegates to instruct ground security staff in aviation security.
Please note that this course does not deliver any training in trainer skills. Before attending this course, delegates are expected to have successfully completed at least one of the following types of training:
Applications will not normally be accepted if the applicant cannot provide evidence to meet this requirement. During the course, delegates will be required to deliver a short training session which will be assessed and will form part of the criteria for successful completion of the course.
Due to the high demand for this course, applications will be prioritised with priority given to trainers who will go on to deliver training in accordance with Direction 12(a). Recognition of Firearms, Explosive and Incendiary Devices: In addition, delegates may also need to attend the 2-day Recognition of Firearms, Explosive and Incendiary Devices (RFX) course which is held at the Defence Academy of the United Kingdom, Cranford University, Shrivenham. Successful completion of this course is required for any trainer who will be delivering the RFX module of the mandatory syllabus for ground security staff training. Whilst an RFX course can be completed separately from the Aviation Security Ground Instructors course, they are arranged to run consecutively (see dates below).

The course is targeted at transport industry security instructors working for the following: airports, airlines and their agents, in flight catering undertakings, secure clean contractors, air cargo agents, ship and port operators and their agents, Channel Tunnel operators and railway industry trainers. Attendance will enable them to organise and conduct initial and refresher training courses in recognition of firearms, explosives and incendiary devices for transport security personnel.
The duration of the course is two days and it is held at either Cranfield University at the Defence Academy of the United Kingdom, Shrivenham or Redline Aviation Security Ltd, Doncaster. A test is given at the end of this course which candidates are required to pass. On completion of the course candidates may be issued with an identity card in the event they may need to travel with training aids. However, it does not authorise the holder to carry training aids through an airport or seaport or on any aircraft or ship or through the channel tunnel. The holder will have to seek permission from the appropriate airport/seaport/channel tunnel security manager, airlines/shipping line/train operator and police before transporting any training aids.
The identity card is valid for three years from the date of completion of the course. At the end of the three years, instructors who need to renew the ID card are required to attend a one day RFX refresher course held at Cranfield University at the Defence Academy of the United Kingdom or Redline Aviation Security Ltd, Doncaster, to provide them with up to date information and new developments on firearms, explosives and incendiaries.

If you are successful in gaining a place on the RFX course, please note that your company's address is required to ensure the invoice is sent to the correct department in your organisation for timely payment. It must include a cost centre code and a purchase order number where applicable. Without these important details the invoice will be returned unpaid and may result in a levy of an additional £27.50 to cover the extra administrative costs.

The purpose of this DVD disc is to replace the previous Recognition of Firearms and Explosives (RFX) Training Aids CD-ROM issued after successfully completing the RFX course. The disc contains a PowerPoint folder incorporating images in JPEG format and Media Player format clips. It also contains a Trainer's Slide Pack folder which has been divided into sub folders, for each PowerPoint there is a corresponding image folder. Also contained in the DVD is a Moving Images folder, these are moving images that can be viewed using Microsoft Windows Media Player 10 and suitable DVD playing software such as PowerDVD or Win DVD.

Threat Assessment - A Training Package
This training package has recently been updated to include all threats rather than just bomb warnings and is for managers in airports, airlines and the aviation cargo security industry who are nominated Threat Assessors. The package will take them step-by-step through the process of assessing a threat or bomb warning and show them how to use the Threat Assessment form to help them reach a logical conclusion.
There are four Case Studies to enable them to assess their ability and Certificate of Competence to be countersigned by the Senior Manager appointed to help with their training.

This title was produced to assist with the training of all types of staff who work in an airport, seaport or Channel Tunnel environment, who are not directly responsible for security. The film was designed to be used as part of an induction-training programme for new staff or refresher training for existing staff. This could include managers, contractors, caterers, cleaners, concessionaires, re-fuellers and engineers - in fact anyone who works at a transport location. Security staff will also be interested in the content.
The objective of the film is to make everybody who works at a transport location aware that it is in their interest to think about security. The film shows that when other staff have a security concern they should contact security staff. The more vigilant all staff are, the less opportunity there will be for terrorists to find a loophole in security.

This mandatory course is aimed at security managers employed by airports, airlines and their agents and in-flight catering undertakings and secure clean contractors, who have direct managerial responsibilities for security personnel carrying out aviation security duties. Managers will be provided with information to enable them to understand the aims and objectives of the aviation security organization; the threat to civil aviation and risks to its security and to be able to implement current security policies and procedures outlined in the relevant airport or airline security program.

This page sets out what is required to become an approved training provider (organisation or individual) for delivering the Department for Transport (DFT), Transport Security and Contingencies Directorate (TRANSEC), air cargo security training. A booklet available from TRANSEC sets out what is needed to ensure the training programme covers the required areas.
Training providers should obtain, and be familiar with, The Aviation Security (Air Cargo Agents) Regulations 1993 (HMSO publication, Statutory Instrument No 1073); 1996 (SI No 2301); and 1998 (SI No 1152).
The Aviation Security (Air Cargo Agents) Regulations 1993 were laid before Parliament on 22 April 1993, and came into force on l September 1993. The Regulations enable cargo agents to apply for security listing by the Secretary of State. If the cargo agents are approved they must comply with the requirements of the UK National Aviation Security Programme (NASP), including the requirement that their staff receive appropriate training provided by TRANSEC approved training providers (organisations or individuals).
This page will explain how you or your organisation may be approved by TRANSEC to undertake air cargo training and the booklet gives details of the training modules that are required.
(Note that a full explanation of the underlined words is given below).
It is the responsibility of every listed air cargo agent, and airline, to ensure that staff who handle cargo are properly trained. The training must be provided by a TRANSEC approved trainer using a TRANSEC approved training programme. An approved trainer will receive an Air Cargo Training Certificate from TRANSEC. To be approved a trainer must:
(1) Undertake a Cargo Level 3 training course with a TRANSEC approved training provider and obtain a certificate of successful attendance.
(2) Submit their Cargo Level 3 certificate along with their curriculum vitae (CV) and their proposed training programme to TRANSEC.
NOTE: Training providers may submit a request for approval for a number of individual trainers to use one training programme. Once the programme has been approved, they may apply at any time to have additional individual trainers approved to deliver training from the same training programme.
If approved by TRANSEC, a trainer will receive an Air Cargo Training Certificate, valid for 3 years, and this will state which Cargo Levels they are authorised to train. The training certificate authorises the trainer to use only the approved training programme as submitted by that training provider.
Approval will only be given to a trainer who has undertaken and passed a Cargo Level 3 cargo training course given by one of TRANSECs approved training organisations. A photocopy of a current Cargo Level 3 certificate must be submitted with the application. TRANSEC may check the validity of any certificates with the organisation that issued the certificate.
Trainers must submit their CV giving details of relevant experience in the fields of training, aviation, air cargo and/or security. This can also include any other details the trainer feels may be relevant to the application and any professional / technical qualifications.
To receive approval a training programme must be submitted to the Department. The programme must be designed to meet the aims, objectives and teaching points provided by the Department set out within this booklet. The programme must take these and expand upon them to produce detailed instructors' notes that show what will be taught and how it will be delivered (including descriptions of any exercises, syndicate work, paper versions of overhead projection slides / PowerPoint and question and answer examples).
In preparing the training programme for approval please bear the following points in mind:
The programme must build on the basics given in this booklet, not simply repeat points word for word;
All the objectives from a given module must be included;
The suggested teaching points are only a starting point: they may be adapted, adjusted or added to depending on their relevance to the location.
A separate programme must be prepared and submitted for each of the Cargo Levels of staff (Cargo Levels l to 4 detailed below) a training provider wishes to train. Approval may be sought for a training programme to cover all the Cargo Levels of training or a selection of them. It should be made clear for which Cargo Levels approval is being sought.
TRANSEC offers a trainer-training course in the specialist area of recognition of firearms and explosives (RFX). Trainers are strongly advised to attend this course.
The training programme is targeted at four basic Cargo Levels:
Cargo Level 1: staff carrying out the security functions which are described Direction 12 (g) and in the NASP, e.g. screening, searching, guarding, access control and pass issue.
Cargo Level 2: staff supervising those at Cargo Level 1;
Cargo Level 3: staff managing the security functions and those intending to become trainers;
Cargo Level 4 other staff who may handle air cargo. Other handling duties are defined in Direction 12 (g); preparation of documentation such as waybills and manifests, and activities such as receiving, packing, storing and transporting or trans-shipping, where the persons carrying out any of these activities would not otherwise be included within the training requirements of the Direction.
Approval for training programmes will be given on the basis of programme content.
As with the trainers themselves any TRANSEC approval granted for a training programme will remain valid for a period of three years from the date of approval, unless withdrawn by the Department in the meantime. At the end of the three-year period the programme will need to be re-submitted, be revalidated and, if appropriate, approval issued for a further period of three years. Upon expiry, the training package may no longer be used and the trainer may no longer deliver such training until re-validated. The Department is not liable to issue reminders. However if a training provider has submitted to TRANSEC a package for renewal before expiry then training may continue in that interim period. TRANSEC Inspectors have the right to attend any training sessions.
Any changes to either the programme or to the trainer(s) delivering it must be notified in advance to TRANSEC. Failure so to do may invalidate further training.
TRANSEC Inspectors and will undertake regular on-going monitoring of training. Initial monitoring of a whole course for the purpose of awarding full approval may be required. It may also be necessary to interview the proposed trainer to assess depth of knowledge before approval is considered. Inspections / monitoring of courses or parts of courses will follow this. Full approval may be withdrawn at any time if, in the opinion of the inspector, the quality or standard of training has fallen below that approved in the training programme.
You will need to obtain a copy of the Air Cargo Security Training teaching points booklet from our Training and Recruitment Branch.
A detailed training programme should be prepared and submitted it to the Department for approval together with a photocopy of each individual trainer's Cargo Level 3 certificate and CV. 6-8 weeks should be allowed for a response. TRANSEC will not return any training packages and associated material submitted during this process.

The UK National Aviation Security Programme requires that those engaged on certain aviation security duties related to in flight catering receive mandatory training and refresher training and that records are kept signed by both trainer and trainee.
A guidance booklet available from the Department sets out the information required by trainers to ensure their training programme covers at least the areas required by the Department for Transport (DFT), Transport Security Directorate (TRANSEC). If it is wished to include enhancements, additional areas such as company practice and procedures that is to be encouraged.

Those instructing aviation security shall have to have attended a government security managers / Ground Instructors course, and for those who wish to train in the Recognition of Firearms and Explosive Devices (RFX) it is a legal requirement that instructors shall attend a two day government course. General Security Awareness Training (GSAT) is a requirement of EC Regulation 2320. In the UK, GSAT applies to all applicants for, and holders, of a full pass granting unescorted access to the Restricted Zone (RZ) except where the applicant or pass holder is already in receipt of equivalent or better training (known as equivalence). Full details of the GSAT requirements and the alternative training which is recognised as being equivalent are included in the Mandatory Conditions and Syllabus document, copies of which are available via the training aids page.
In summary the requirements are:
GSAT training must be designed in accordance with and meet the Mandatory Conditions and Syllabus document issued by the DfT. Anyone wishing to design a GSAT course must be a trainer accreditted by DfT to deliver directed training to at least one of the following groups of staff:
Only those people listed above as entitled to design a GSAT course and those people or organisations recognised by DfT as competent to deliver GSAT are allowed to deliver a compliant GSAT course.
Any individual or organisation wishing to be recognised as competent to deliver GSAT must apply to the DfT for this recognition. The criteria that must be met are set out below.

A list of all the current training providers offering a GSAT course (Excel), either as a classroom course, or as computer-based training, along with contact details.
TRANSEC have established a National X-Ray Competency Test (NXCT) for screeners using x-ray equipment to screen items for carriage by air.
The purpose of the NXCT is to enforce a minimum, uniform standard of competence for security screening by ensuring that all trainees prove that they have the necessary skills to be effective at the x-ray screening task before they work in the operational environment. Currently the NXCT is available to cabin baggage screeners and cargo screeners.
Anyone employed in the screening of cabin baggage using x-ray equipment must be in possession of a valid cabin baggage NXCT certificate, or be able to provide documentation of the required Threat Image Projection (TIP) results. The cabin baggage NXCT takes no longer than an hour to complete and will usually be initially taken as part of induction training.
If successful, candidates will receive a certificate which is valid for 13 months (in effect the test is an annual requirement). However, airports that are using TIP and have suitable data for their screeners may elect to provide these data as evidence of the ongoing competency of screeners rather than carrying out testing on an annual basis. In these circumstances, the NXCT will still be sat initially, but there will be no further testing requirement as long as sufficient TIP data exist.

A NXCT for cargo screeners (known as Cargo NXCT) is now being rolled out to the industry. This will apply as follows:
