Marine pilotage in UK harbour waters is the responsibility of Competent Harbour Authorities, who are required to consider;
- whether any and if so what pilotage services need to be provided to secure the safety of ships navigating in or in the approaches to its harbour; and
- whether in the interests of safety pilotage shoudl be compulsory.
Each Competent Harbour Authority shall provide the pilotage services considered to be necessary. This document lists the Competent Harbour Authorities who are responsible for pilotage in UK harbours.

The Secretary of State shall maintain a list of the authorities which are for the time being competent harbour authorities for the purposes of this Act.
