Guidance on the security of dangerous goods by road
The Department has produced a guidance document to help organisations deliver the new security measures. It is not intended to be a prescriptive document and organisations are free to consider other ways of meeting the requirements of the regulations.
The movement of all civil nuclear material, as defined by the Nuclear Industries Security Regulations 2003 (NISR), is not covered by the CDG security regulations and this associated guidance. The transport of such material is regulated by the Office for Civil Nuclear Security (OCNS) in accordance with the NISR.
The guidance document should give you most if not all of the information you need to implement security into your operation. This includes an ADR Cross Reference Guide which shows the sections of the guidance that are most relevant to each requirement. Annex one, two and four will be amended in due course to take account of minor changes to the security requirements incorporated in the 2007 regulations and to the site inspection checklist.
It was developed by representatives from the industry, Government and Police and agreed by our Industry Advisory Group.
For ease of reference all of the annexes in the guidance are available as separate documents and are:
- [Annex one] List of high consequence dangerous goods
- [Annex two] Chapter 1.10 of the European Agreement concerning the international Carriage of Dangerous Goods by Road (ADR)
- [Annex three] List of documents used to create the guidance documents
- [Annex four] VOSA site inspection checklist (except radioactive material)
- [Annex five] Risk assessment template
- [Annex six] Security plan template
- [Annex seven] Security Service guide to operational requirements (superceded by a later edition produced by the Centre for the Protection of National Infrastructure)
- [Annex eight] Driver advice sheet
- [Annex nine] Dangerous load card application form
- [Annex ten] Driver security video application form
Other guidance and information that you might find useful is also available:
- Video notes for trainers

- TRANSEC information paper DG1 - Guidance on key issues
- TRANSEC information paper DG2 - Compliance approach
- Security of tankers at fuel distribution sites
- Frequently asked questions
- HSE Security requirements for manufacture and storage of explosives
- Site inspection checklist (radioactive material only) to follow
- Planning considerations
Industry should consider the planning system when putting in security measures. The government has created a Planning Portal, which includes a planning guide for small businesses that should help determine whether planning permission is required. - Centre for the Protection of National Infrastructure's Guide to Producing Operational Requirements for Security Measures
