Area 11-East and West Tullos, Altens and Wellington Circle-Aberdeen City Council
The Issue
As part of the Area 11 Project, Aberdeen City Council (ACC) identified several roads surrounding the largely industrial area of East and West Tullos, Altens and Wellington Circle where a particularly high level of pavement parking occurred. This was largely attributed to employees who worked on sites within the area parking their vehicles on the pavement when they arrived at work. As a result, pedestrian access on the pavement was severely restricted, whilst the high volume of pavement parking also contributed to an unsightly view of the area. Significant damage to Statutory Undertakers apparatus also occurred due to the pressure exerted by parked vehicles, as Jim Kemp, BT Projects Engineer explains:
"Vehicles parking on the pavement in the East and West Tullos, Altens and Wellington Circle area caused our Plant Protection Team a range of problems: damage to our cables and equipment from the weight of parked vehicles led to the disruption of services to our customers, and repairing damage meant carrying out works that inconvenienced pedestrians"
Consultation
In order to investigate possible solutions to the problem of pavement parking, ACC consulted with all of the business leaders in the area and the small number of local residents through letter drops and face-to-face discussions. Consultation with business leaders was particularly important as whilst the front of house areas of each business were clearly impacted upon by pavement parking, it was also apparent that many of the drivers parking on the pavement were in fact employees of the local businesses.
The Solution
After consulting with business leaders and local residents, ACC introduced an experimental pavement parking ban zone in the East and West Tullos, Altens and Wellington Circle area.

The Outcome
As a result of the action taken by ACC, the level of pavement parking has reduced dramatically, resulting in easier access to the pavement for pedestrians and a reduction in the risk of damage to Statutory Undertakers apparatus. From a visual standpoint, the look of the area has also improved greatly as Stuart Allan, Engineering Officer at ACC explains:
"The pavement parking ban zone introduced as part of the Area 11 Project has made a real difference: from a visual standpoint, the East and West Tullos, Altens and Wellington Circle area now looks less cluttered and more pedestrian friendly"
