Pavement Parking Management Research Report 2006
This web page show cases examples of British local authorities outside London who have dealt with pavement parking in a variety of ways. These measures include the use of public awareness campaigns, physical measures and pavement parking ban zones. Clearly pavement parking forms one element of parking management and in some of the case studies featured, measures for dealing with pavement parking are encompassed within a wider Transport Plan. In other cases, the problems caused by pavement parking have been dealt with in isolation.
Currently there is no nationwide ban on pavement parking due to the wide range of circumstances and locations where pavement parking occurs. Therefore local authorities outside London may only regulate pavement parking through the implementation of specific Traffic Regulation Orders. In London, pavement parking is banned under the Greater London Council (General Powers) Act 1974. The police are able to regulate pavement parking, but only when a vehicle is deemed to be causing an obstruction.
In some locations, the implementation of waiting restrictions and the subsequent enforcement of these restrictions can deter pavement parking, although the use of waiting restrictions has not been highlighted in the case studies featured as part of this web page.
Note: For the purpose of this web page, the term "pavement" is used to describe all areas that might be referred to as either the "pavement", "verge", "footpath" or "footway".
