DfT TMA 2004: Part 4 Street works
Part 4 includes the provision for stronger powers for local highway authorities to direct when works are carried out or where new apparatus is placed. It provides for a noticing system for street works, fixed penalty notices and overrun charging schemes.

Statutory Instrument 2007 No. 1951 Street Works (England) Regulations
The Statutory Instrument, sets out the requirements for the keeping of registers and giving notices of works, and also the procedure for designating streets as subject to special controls. they were laid 11 July 2007 and come into force 1 April 2008.

The Statutory Instrument sets out the Fixed Penalty Notices regime for certain offences under the New Roads and Street Works Act 1991, as amended by the Traffic Management Act 2004. They were laid 11 July 2007 and come into force 12 May 2008.

Co-ordination of Street Works and Works for Road Purposes and Related Matters (1 Mb)
The third edition of this code, which comes into force (replacing the 2nd Edition) on 1 April 2008. In addition the Code provides practical guidance on a range of other responsibilities for authorities and undertakers. The version revised in March 2008, replaces the version released in July 2007. Working Together: A good practice guide to managing works on the street (1 Mb)
The Guide shares good practice for co-ordinating and managing works on the street. It gives examples of how promoters can carry out works with the least disruption to highway users, frontages, and local communities, to improve and maintain the road network.
