This leaflet introduces two Local Transport Notes: LTN1/95 The Assessment of Pedestrian Crossings and LTN2/95 The Design of Pedestrian Crossings.

Local Transport Notes 1/95 and 2/95 replace the previously published advice on the assessment and design of pedestrian crossings.

Local Transport Note 1/95, The Assessment of Pedestrian Crossings - recommends the practices to be followed when planning at-grade pedestrian crossings. It describes all types of crossings, including facilities shared with cyclists, other than those at signalled junctions. The Note recommends a framework method to encourage informed decisions to be made as to whether a crossing is necessary and if so which type should be used.

Site information is collected to form the basis of a Site Assessment Record which is used to complete an Assessment Framework. By collating all the relevant information into a formal framework the grounds for decisions and their consequences can be clearly recorded. The Note contains a model framework and replaces the assessment method described in Departmental Advice Note TA 52.

Local Transport Note 2/95, The Design of Pedestrian Crossings - replaces the recommendations for the design of pedestrian crossings contained in Departmental Standard TD 28 and Departmental Advice No TA 52.

Advice is given on the design of pedestrian crossings in general and the operation of signal-controlled (Pelican, Puffin or Toucan) crossings in particular. Guidance is also given on the use of pedestrian refuge islands.

Emphasis is placed on considering all relevant local features when siting and designing crossings so that the needs of all road users are considered equally.
