Traffic and parking management

Information and advice related to the management of traffic in both rural and urban areas. This section also includes all current Traffic Advisory Leaflets, as well as all valid circulars from the 'Roads' series (discontinued in 1997).

M42 Active traffic management

The Secretary of State published results of a trial of Active Traffic Management techniques on the M42 on Thursday 25 October 2007. She has also announced the start of a study into how these and other advanced signalling and traffic management techniques might be applied more widely across the motorway network to cut congestion and benefit road users.


Parking

This section is primarily concerned with the regulatory framework about parking on the highway or on land in the ownership of the local authority. It does not cover parking on private land including hospital car parks, car parks attached to educational establishments or work place parking levy. It contains links to the Blue Badge Scheme, Civil Enforcement Regulations, Statutory Guidance and Traffic Regulation Orders.

DfT Traffic Management Act 2004 (TMA 2004)

The Traffic Management Act was introduced in 2004 to tackle congestion and disruption on the road network. The Act places a duty on local traffic authorities to ensure the expeditious movement of traffic on their road network and those networks of surrounding authorities. the Act gives authorities additional tools to better manage parking policies, moving traffic enforcement and the coordination of street works.


Traffic Commissioners

Traffic Commissioners have responsibility in their area for the licensing and registration of Heavy Goods Vehicles (HGVs) operators, and bus and coach (PSVs) operators.


Traffic Area Network business plans

The Business Plan focuses on the work of the Traffic Area Network (TAN) and the resources it will need to do it, detailing the services it wishes to deliver and appropriate performance measures.


Congestion research

Research and analysis into the causes and possible solutions for traffic congestion.


Clear Zones

Clear Zones was an initiative that aimed to reduce pollution and traffic in towns and enhance manufacturing end export opportunities by developing relevant technology and techniques through partnerships between cities, industry, academia and Government.

Advice on procedures for making 'special events' orders

Procedures that local traffic authorities are advised to follow when considering temporary traffic regulation orders (TROs) for “Special Events” - sporting and social events or entertainment held on roads under sections 16A-C of the Road Traffic Regulation Act 1984.
