Strategic Roads
The Secretary of State for Transport is the highway authority for strategic roads (also referred to as 'trunk roads') in England. Strategic roads are the highways which link cities, areas of population, ports and airports. Most motorways and some "A" roads are strategic roads.
As highway authority the Secretary of State is responsible for maintaining and operating the strategic road network on a daily basis and for improvements and extensions to it. These functions are carried out by the Highways Agency, an Executive Agency of the Department for Transport.
