Tallow review
As you may recall, the Government made a commitment during the debate on the RTFO Order in October to commission a review of the likely impacts of the RTFO on the other UK industries which use tallow as a feedstock. The Government intends to publish this review before the RTFO comes into effect on 15 April 2008.
This is to let you know that work on the review has now commenced. The Government has let a contract to AEA Technology plc, who will be delivering the work in partnership with a team of other expert consultants, including Dr Richard Miller of Miller-Klein Associates. As part of this process, the contractors will be contacting key stakeholders in the oleochemical and biofuel sectors in order to gather relevant data. Any stakeholder who wishes to play an active part in the review should contact ian.jones@dft.gsi.gov.uk.
In the light of the review's findings, the Government will consider whether any changes might be made to the design of the RTFO. Any changes would come into effect in April 2009 at the earliest and would require a new RTFO Order which would be subject to public consultation. Any changes would also need to be consistent with the Renewable Energy Directive and would be likely to be notifiable to the European Commission.
