The RTFO aims to encourage the supply of biofuels from sustainable sources that will contribute effectively to the reduction of greenhouse gas emissions.

The Government acknowledges that different biofuels can have very different environmental benefits in terms of greenhouse gas savings depending on a number of factors including production, processing and transportation of feedstock. The promotion of biofuels could also lead to unintended, negative environmental and social impacts. Accordingly, under the RTFO, Obligated Suppliers will be required to submit reports on both the net greenhouse gas saving and sustainability of the biofuels they supply.

To achieve the aim of carbonĀ and sustainability reporting within the RTFO the work has been split into two separate projects that will run in parallel:

a) the Carbon Certification Project (undertaken by E4Tech)

b) the Sustainability Reporting Project (undertaken by Ecofys)

The objectives of the projects are

1. To develop a robust, practical & cost-effective methodology for:

  • The consistent quantification of GHG savings for biofuels from different pathways
  • Sustainability reporting of fuels from diverse origins

2. To develop & disseminate technical guidance to enable companies to apply the requirements effectively
