As part of the 2004 Spending Review, the Government announced that it would be examining new ways to integrate transport, economic and spatial development strategies in each of the English regions. This aimed to give regions the opportunity to feed into future spending decisions and show how their priorities for their region can be better aligned to form a coherent, credible and strategic vision for the region.

Following Devolving Decision Making: A Consultation in Regional Funding Allocations published in December 2004, the Government announced on 21 July 2005 that it intended to go ahead with the proposals for regions to submit advice on priorities for their regions for the next ten years. As part of this, it issued guidance for the regions on preparing effective regional advice for submitting to Government. The regions submitted their advice in January 2006 and Government responded to this advice in July/August 2006.

The Sub-National Review of Economic Development and Regeneration - published in July 2007 - made clear that the Government intended to hold a second Regional Funding Allocation (RFA) round, which would be expanded to cover additional funding streams. Details of this second round were announced on 22 July 2008. Regions have been given until the end of February 2009 to submit their guidance to Government as part of RFA 2. Further details, including guidance for RFA 2 and a technical supplement on transport issues, can be found at the links below.
