The Department commissioned WS Atkins to evaluate the impact of the new policy on Local Transport Plans introduced following the 1998 Transport White Paper. The research project ran from December 2001 to April 2007.

Interim report on the long term process and impact evaluation of the Local Transport Plan Policy
This report presents interim findings on whether the LTP policy is working effectively in process terms, what impacts are being demonstrated, programme delivery and outcomes, and how and why performance varies.
Review of Future Options for Local Transport Planning in England (1 Mb)
Atkins was commissioned by the Department to review the possible options for the future of local transport planning in England - in other words, to consider what might follow the second local transport plans that cover the period up to 2010/11. The consultation on ‘Local Transport Planning: The Next Steps’, contains proposals based on some of the options explored in the review. Please see the consultation section.

Research on weak local transport authorities
A report of work carried out by W S Atkins on behalf of DfT with 8 of the 10 authorities marked as 'weak' in the 2003 Local Transport Settlement. The report examines the causes of poor performance in key areas and suggests how improvements can be made.
