People in England want efficient, reliable and safe systems of transport. Of course, local transport problems need local solutions.
The Government is keeping the promise it made in the 10-Year Plan for Transport by giving local authorities £8.4 billion over the next five years to be spent locally on projects identified at a local level.
As part of the settlement, authorities in the East Midlands have been given £119 million for 2001/02, and are expected to receive at least £504 million for the five-year period. In addition the region will benefit from a share of resources for future years that have not yet been definitively allocated. The settlement covers:
- major public transport and road schemes costing over £5m.
- integrated transport schemes costing under £5m; and
- local road maintenance and bridge strengthening schemes.
Major schemes have earmarked funding, however, local authorities decide which of the other transport schemes identified they fund.
Major Schemes in the East Midlands:
Derby City Integrated Transport Project - £23.4m - has been accepted and will receive Government funding
A major public transport project combining traffic management and bus priority measures. It will reduce traffic in the city centre and improve public transport access.
The following schemes have been accepted and will receive Government funds subject to:
- the completion of the Statutory approval process, or
- further work on the case, or
- funding being secured from a third party.
Leicestershire - Earl Shilton Bypass - £9m
Rural bypass removing traffic from the town centre.
Leicestershire - A607 Rearsby Bypass - £6m
Bypass will remove through traffic from the area of Rearsby.
Lincolnshire/Peterborough - A1073 Spalding to Eye Improvements - £24.8m
Upgrading of an existing route to improve access from the "food hub" in the North East of the county to the M1.
Lincolnshire - A158/C541Coastal Access Improvements - £15.5m
As series of linked improvements - mainly rural bypasses - improving access to Skegness and the East Coast of Lincolnshire.
NB. Figures relate to gross scheme costs.
In addition, there are a number of schemes for which we do not yet have sufficient information to form a view. The Government is keen to work with the authorities concerned to assist them in completing the work necessary for each scheme to be evaluated by Government against New Approach to Appraisal (NATA) criteria. Integrated transport schemes in the East Midlands
The LTP provides funding for authorities in the region to introduce:
- a number of interchange schemes, such as:

- relocating Skegness bus station adjacent to the railway station; and
- rail/bus interchange integration works at Northampton, Kettering and Wellingborough
- up to eight new or extended park and ride schemes. For example, authorities are considering proposals for sites at:
-
- Gamston, Greater Nottingham;
- Derwent Valley Corridor, Derbyshire;
- Northampton, Doventry, and Grange Park in Northamptonshire; and
- various sites in and around Derby and Leicester.
- up to 840 road safety schemes, including:
-
- 20mph zones throughout the region including 21 in Greater Nottingham, 24 in Lincolnshire and 13 in Derby;
- traffic calming measures in North Nottinghamshire, Leicestershire and Rutland; and
- safe routes to school initiatives in Leicestershire and travel to school safety initiatives throughout the region.
- up to 420 kilometres of cycle routes and cycle lanes and other measures to encourage cycling, including:

- new cycle routes in Leicestershire, Nottinghamshire and in Derby city centre;
- better cycle parking provision, for example, at stations along the Nottingham-Lincoln line, Worksop bus station, Newark town centre and at rural railway stations and hub points on Lincolnshire's Interconnect bus network;
- reviews of cycle routes in North Nottinghamshire and Mansfield town centre; and
- improved integration with public transport with new links to Newstead and Sutton Parkway railway stations.
- up to 125 kilometres of footway improvements, pedestrianisation and other measures to encourage walking, including:

- a new pedestrian route linking rural communities with shops, services and transport facilities in Worksop and Retford in Nottinghamshire, and in Netherfield and Ruddington in Greater Nottingham;
- footway maintenance schemes at Sutton bus station and Retford (Bridlegate) in North Nottinghamshire, and pedestrian crossing and footway improvements in Loughborough;
- better safety for pedestrians through more CCTV or lighting at Kirkby and Sutton rail stations in North Nottinghamshire; and
- improved mobility arrangements for people with disabilities in Greater Nottingham and Rutland.
Public Transport Schemes
- accessibility schemes, including:
-
- better rural bus services in North Nottinghamshire and improved bus services to Leicestershire market towns from rural areas;
- improved arrangements for using taxis and private hire vehicles in Derby; and
- innovative community/voluntary transport schemes in, for example, North Nottinghamshire with links between communities in Meden Valley and the Robin Hood Line.
- improvements to bus transport including up to 850 km of busways, Quality Bus Corridors, bus lanes and bus priority measures including:

- new Bus Partnerships to provide better services throughout the region, including Greater Nottingham, Leicestershire and Derby;
- bus priority schemes in Trent Bridge and Alfreton Road in Greater Nottingham, Northampton town centre and Mansfield and Newark in North Nottinghamshire;
- funding for bus corridors on the radial routes into Mansfield and on a number of routes in Northampton;
- better lighting and security measures for bus passengers at Worksop and Mansfield;
- better bus information systems with real time information in Derby, Northamptonshire and Leicestershire; and
- redevelopment of Hinckley bus station.
Local Road Improvements
- Various local road improvements including:
-
- up to 550 measures to reduce traffic congestion;
- up to 300 traffic management measures across the region, for example, a parking management plan for rural Leicestershire;
- junction improvements on the A38/A6075 Kings Mill roundabout in Mansfield and A6075 Skegby Lane in Sutton, as well as new signals at London Road/Victoria Park Road in Central Leicestershire; and
- better road layouts on the A620 at Welham Nottinghamshire and at various sites in Northamptonshire.
Other important local schemes include:
- improvements to Hinkley railway station in Leicestershire;
- a new railway station at Ilkeston; and
- a reassessment of facilities at all rail stations in Derbyshire and Lincolnshire.
Maintenance schemes
The 5-year LTP settlement also provides funding for authorities in the East Midlands to address the maintenance backlog on the region's 28,000 km of local roads, and to start restoring the 336 bridges that need strengthening.
