The DfT Interoperability Team's purpose is to work with stakeholders to resolve issues where action is needed at national or European level.  We do this by:

  • working in partnership with stakeholders to ensure that interoperability is a lever for constructive change in the rail industry, and to promote the implementation of the Interoperability Regulations in line with UK Government policy;
  • representing the UK as Member State in European negotiations with the European Commission on Interoperability and Safety, including as a member of the Article 21 Committee which supports the Commission with pan-European implementation of interoperability, and with the European Railway Agency; and
  • acting as the Competent Authority for the Regulations in Great Britain (the Competent Authority in Northern Ireland is the Department for Regional Development in Northern Ireland).  The Competent Authority decides whether major work on an existing asset requires authorisation under the Regulations, and, where appropriate may grant derogation from a TSI requirement.
