The reports and documents on this page were produced between the 1960s and 1990s and not only informed the production of the NATA guidance but many continue to be referenced in the guidance today.

We apologise for the poor quality of the scanning in parts of certain documents; this is an issue which we are actively seeking to resolve.

Common Appraisal Framework for Urban Transport Projects (5 Mb)

Commissioned by a group of urban bodies and DfT the report concentrates on the urban situation, seeking to provide a framework capable of dealing with complex multi-modal schemes and policies. (Published February 1994).

Report of the Advisory Committee on trunk road assessment (9 Mb)

The report was produced by the Advisory Committee on trunk road assessment, which was set up in 1976 to comment on and recommend any changes in the Department's method of appraising trunk road schemes, taking account of both economic and environmental factors. It was also set up to review the Government's method of traffic forecasting and the application of these forecasts. (Published 1977)

MAU 244 - A General Investigation into the efficacy of trip distribution models (1 Mb)

This note summarises the results of a broad exploration into the form and source of error occurrence in the modelling of zonal movements. A particular relationship between trip flow modelling errors and the corresponding modelled trip cost is presented. From this relationship useful criteria for judging errors and their implications are derived. (Published in February 1973 by DoE).

MAU 241 - Zonal trip flow error analysis (993 kb)

This note describes an empirical method for judging the ability of a mathematical model to represent travelling behaviour in the form of interzonal trip flows. Data from several transportation studies are analysed and a common pattern of error occurrence found. Two test-statistics are suggested for use in the appraisal of trip distribution models. (Published by DoE in December 1972)

MAU 179 - Costs and the estimation of movement costs and benefits in transport planning (1 Mb)

This paper describes procedures for a) estimating three kinds of generalised cost required for the prediction of travel patterns on networks and in evaluation; and b) evaluating the movement costs and benefits arising from investment in transportation networks or changes in their management policies. (Published by DoE in December 1970)

National road traffic forecasts (Great Britain) 1989 (1 Mb)

This report gives the DfT's forecasts of national traffic growth which are used in appraising trunk road improvements. These 1989 national road traffic forecasts superseded those of 1984 and incorporated new assumptions about economic growth. (Published in 1989).

Forecasts of vehicles and traffic in Great Britain: 1974 Revision (2 Mb)

Previous forecasts of numbers of vehicles and amounts of traffic in Great Britain were revised to take account of data for 1972 and 1973 as available. Where possible account was taken of the energy supply and general economic situation in 1974. (Published by TRL for DoE in 1974).

Trunk roads and the generation of traffic (8 Mb)

The purpose of the report was to address the question whether new or improved trunk roads generate extra traffic over and above the growth in traffic which would be expected in the absence of any improvement to the road network. (Published for SACTRA in December 1994).

Urban Road Appraisal (5 Mb)

This report viewed the suitability of the Department's methods for assessing the environmental, economic and other effects of urban road improvement. (Published in June 1986 for SACTRA).

Forecasting traffic on trunk roads: A report on the regional highway traffic model project (4 Mb)

The DfT's Regional Highway Traffic Model Project was designed to provide a means of estimating traffic flows for use by the Department in its appraisal of trunk road schemes. This report described its objectives and main features and made recommendations on how it should be handled. (Published in December 1979).

Assessing the environmental impact of road schemes (4 Mb)

This report explained the background to SACTRA's new terms of reference and made some connections on the various ways in which roads and road transport interact with the environment. (Published in 1992).

Car ownership in the National Road Traffic Forecasts: Further research (1 Mb)

Further research carried out by DfT over a period of two years monitoring the household-based car ownership model first published in 1978.

Review of vehicle operating costs in COBA (2 Mb)

Commissioned by a group of urban bodies and DfT the report concentrates on the urban situation, seeking to provide a framework capable of dealing with complex multi-modal schemes and policies. (Published February 1994).
