Aviation and the environment: Using economic instruments

The Government announced in the 2002 Pre-Budget Report that it would discuss with stakeholders the most effective economic instruments for ensuring that the aviation industry is encouraged to take account of, and where appropriate, reduce its contribution to global warming, local air and noise pollution.

This report forms the basis for those discussions with stakeholders. It provides estimates of aviation's external costs and outlines the Government's approach to using economic instruments. It also presents a range of questions concerning the effectiveness and desirability of economic instruments in this area.
