The training & certification branch does not offer a counter service. Applicants are welcome to submit their application to reception; however, these applications will not be processed ahead of applicants applying by post.
We understand that in some cases, applicants wish to keep certain documents, such as passports, about their person. When making an initial application an “attested copy” from a public notary, the Master of the Vessel or the same person who counter signs the application is acceptable for the issue of the Notice of Eligibility (NOE). However, the original OR an MCA attested copy (Obtainable after your oral exam) must be seen before a final certificate is issued. Evidence of sea service such as Discharge books and Sea Service Testimonials are only acceptable in the original format, without the originals the application will not be processed until originals are submitted.
