Boatmasters' Licence (BML) - Frequently Asked Questions
GENERAL
What is the difference BML Basic Safety Training and Underpinning Knowledge training?
The BML Regulations state that Basic Safety Training in ‘Personal Safety’, ‘First Aid’ and ‘Fire Safety’ must be undertaken to be eligible for a BML. These courses are delivered by MCA approved training centres, click here for their details.
The BML Regulations also state that masters must pass an examination on underpinning knowledge, which is sometimes referred to as “Boatmaster Skills”. The examination covers the competencies in the BML Syllabus. There is no statutory requirement to attend an underpinning knowledge course (therefore the MCA have not approved any such courses); however, some training centres do offer such courses.
How can I become a MCA approved basic safety training provider?
Contact exams.section@mcga.gov.uk. Typically a copy of the proposed syllabus should be submitted to the MCA for review, and an on site visit will then be arranged.
Can I provide in-house safety training for trainee boatmasters in my own company? Yes, provided that MCA has approved the course. Your proposed course will need to meet the published syllabus and be appropriate for your operation. I want to attend a basic training course, where can I go? and how do I know if the centre teaches the right syllabus? A list of MCA approved BML Short Courses can be found under Section 12 on the main BML homepage. These courses are delivered by approved trainers who are audited regularly by the MCA to ensure that necessary standards are met.
What will a training course cost? The MCA does not set fees for training courses. You will need to consult the individual training providers.
Which groups are testimonials accepted from to confirm my service time?
Testimonials are accepted from:
- representatives of the navigation or port authority(ies) for the area in which you have worked;
- a shipper or other customer who can verify that you have the relevant experience;
- other operators who have been supported in their own application by one of the above, at the discretion of the MCA;
- trade associations;
- any other responsible person who can demonstrate to the satisfaction of the MCA that they can verify you have the relevant experience.
SPECIFIC TO TIER 1 APPLICATIONS
Do I have to attend a college course for underpinning knowledge? No. The requirement is to pass an examination in underpinning knowledge, how the required knowledge is obtained is not specified. The syllabi for the generic licence and specialist operations can be found under Section 12 on the main BML homepage.
How much of the Task Record Book do I have to complete? For a Tier 1 licence, you will need to demonstrate that you have completed the tasks relevant for the licence you are applying for. If there are particular tasks you cannot get experience of in your normal work or by arrangement with other operators, you may nevertheless be asked questions about these in your practical and oral assessment to ensure that you have the required level of knowledge.
SPECIFIC TO TIER 2 APPLICATIONS
How much of the Task Record Book do I have to complete for a Tier 2 licence? You should complete all sections which are relevant for your area and type of operation. For example, if you work on canals, the section on locks and bridges should be completed (unless the stretch where you work, and for which you will be licensed, has none of these). The Marine Office examiners will give advice if you are in doubt
EXISTING MASTERS/SEAFARERS
I have a passenger BML that was issued prior to 31 December 2006, what do I need to do?
Your BML remains valid until it is due for revalidation. In the meantime, you should keep a record of your work time in preparation of submitting MSF4362 to convert your existing (graded) licence into one issued under the current (2006) Regulations.
