7 FOREIGN SHIPS UNDER DETENTION IN THE UK DURING JUNE
7
foreign flagged ships were under detention in UK ports during May 2008 after failing Port State Control
(PSC) inspection.
Latest monthly figures show that there were 2 detentions
of foreign flagged ships in UK ports during June 2008 and 5 vessels under detention from previous months.
The overall rate of detentions compared with inspections carried out over the last twelve months was
4.5% a slight decrease on Junes twelve month rate.
During the month of
June 132 Port State Control inspections were carried out in the UK. A total of 41 vessels had no deficiencies
raised against them,58 had between one and five deficiencies, 22 had between six and ten deficiencies
11 had between eleven and twenty deficiencies and there was 1 vessel inspected that had more than twenty
deficiencies.
Out of the detained vessels, 1 was registered with a flag
state listed on the Paris MOU white list, 1 was registered with a flag state on the grey list, 4 were
registered with `flag states on the black list and one was registered with an unlisted flag state.

detained in June included:
A 3,658 GT Latvian flagged General Cargo
Vessel which was detained in Immingham because the maintenance of the ship and equipment showed a failure
in the vessels ISM system. The engine room bilges were excessively oily and the fuel tank valve had
parts missing and was in a poor condition
A 1,556 GT Cambodian flagged
General Cargo Vessel which was detained in Tilbury because of failures identified in the life saving
appliances and its security procedures. This vessel had been previously detained in Shoreham for 30
days during May 2006 with 26 deficiencies.

vessel was detained in Tilbury for 10 days because of substandard maintenance of the ship and equipment;
also there were no security procedures in place. In addition the life saving appliances were damaged
and not ready for use. Other deficiencies identified: included some of the officers do not have flag
state endorsement for their certificates, the magnetic compass had a bubble and the annual test of the
EPIRB equipment was not as required. The vessel which had been subject to a previous detention during
2006 was released from the current detention on 26/06/2008.

The vessel was
detained in Immingham because the maintenance of the ship and equipment had failed in numerous areas
and was against the safety management system, also because the life saving equipment and fire fighting
equipment was defective and insufficient. Deficiencies included: numerous seized and corroded ventilators,
some hatches on the deck were missing dogs and toggles, and the aft emergency escape hatch was unable
to be opened because the dog was seized.
Galley fire dampers to both mess rooms were
not properly maintained and held open with rope and the engine room door self closer was not operating
correctly. In addition there were no warning signs on the door to the CO2 room and there was a large
quantity of loose spare parts in that space. Some lighting was not properly maintained i.e. various
lights in the engine room and the forecastle light needed securing and repairing as well as the external
forecastle light required a shade to replace the plastic bottle which was currently serving as a shade.
The
vessel was still detained at 30 June 2008.

The vessel was detained in Belfast for 14 days because the main engine fuel
valve drain lines were not connected and the lube oil purifiers (sight glass) was missing from the float
switch. The condition of the lifeboats was not as required - broken boards, rotten ropes and the starboard
lifeboat was holed and the davits required repair to meet class requirements. In addition the fuel high
pressure overflow tank was not permanently connected, the tape on the generator fuel pipes was missing,
various light covers missing throughout the vessel and the crew common toilets and showers needed deep
cleaning.
Major non conformities were identified in respect of lack of familiarity with
the fire fighting equipment, CO2 alarm and lifeboats and in respect of the maintenance on board that
was not accurate and did not match on board records.
The vessel was released on 05/06/2008.

The vessel was detained in Gunness for 38 days because the number and nature
of deficiencies indicated a failure over a long period of time of section 10 of the ISM system constituting
a major non conformity. In addition the vessel had been in breach of the 50 mile voyage limitation in
open seas as recorded on a previous voyage which was against statutory certification and not according
to SMS. Other deficiencies identified included the cabinet door to the emergency battery locker was
badly corroded and the dogs seized: several discharge nozzles for the fixed fire fighting installation
were covered with plastic bags and the emergency fire pump pedestal was badly corroded and holed.
The
vessel was released on 30/06/2008.

from the silencer drain soaking the exhaust manifold lagging of the main engine, causing an imminent
fire hazard. There was no effective fire pump available due to the breakdown of the main engine, and
the alternative submersible electric pump was not effective. Also the Aldis signalling lamp was out
of order, the VHF radio installation had an incorrect MMSI number and the radio battery charger arrangement
and power distribution was incorrect. Other deficiencies included some inoperative navigation lights
as well as improperly maintained emergency batteries and portable fire extinguishers. The ship was still
