SRA Network Output Statement

Request: Response to Freedom of Information Request regarding the SRA's Network Output Statement.
Two key points should be borne in mind:
- The final Network Output Statement published in September 2003 represents the concluded position of Ministers and the SRA. It concentrates on prioritising maintenance and renewal expenditure. A copy of this is available from the SRA.
- The drafts are based on a financial position that is now out of date. The most recent Comprehensive Spending Review saw an increase to the rail budget and the Rail Regulator's Financial Conclusions to the Interim Review have been published and accepted by the Secretary of State. In addition Network Rail will achieve greater efficiencies and will borrow £3bn more than anticipated by any of the draft NOS released today.
These factors mean the financial scenarios in the draft Network Output Statements have been overtaken by events and are no longer relevant or appropriate.
