Why not a British manufactured car?

All manufacturers that produce cars in the lowest tax classes (bands A and B) were invited to take part in the scheme. Of those who expressed an interest, the SEAT Ecomotive best matched our qualifying criteria (cars provided free of charge for a monthly prize draw, NCAP Safety Standards, Low emission, bands A or B). An impartial tendering process was carried out and appropriate Government procurement and contract guidelines were followed.

How much are DVLA making from this give away?

Nothing. An increase in customers using our Electronic Vehicle Licensing service to tax or make a SORN on their vehicle will result in savings to the taxpayer as the electronic transaction costs are up to a third less than the face to face method.

Are DVLA going against the Government’s intention to reduce CO2 emissions by encouraging people to drive?

No, in fact the opposite is true. DVLA is supporting the Governments objective of encouraging citizens to act on reducing CO2 emissions now and in the future by using vehicles with lower pollution emissions.

Can I have a cash alternative instead?

No, DVLA reserves the right to offer alternative prizes of equal value if, due to circumstances beyond their reasonable control, the stated prizes are no longer available.

Why is DVLA penalising those who support their local Post Office® by restricting the give-away to on-line customers?

DVLA is not penalising customers who support their local Post Office®. DVLA’s close relationship with the Post Office® enables the Agency to provide a choice of channels to customers through which they can renew their vehicle tax or declare their vehicle off road (SORN). We are also working with Post Office Limited to develop other services for our customers, eg online relicensing via the Post Office Ltd website.

So what’s in this for DVLA?

Increased awareness and use of the Electronic Vehicle Licensing service, reduced costs (saving taxpayers’ money), efficiency and resource savings. Also it is a Department for Transport priority to promote low emission vehicles.

Why a car, why not give away a motorcycle?

With the majority of the British motoring public holding a driving licence with entitlement to drive a car, we wanted to ensure that the prize best suited the greater part of our customer base. Although we see benefits of having a motorcycle as the prize, this would only interest/appeal to a smaller section of our customers. As of December 2006, there were 33,368,840 vehicles registered of which 1,224,260 were motorcylces respresenting 3.7% of customers.

Who will draw the winner, you’re not going to be sharing personal data with a third party are you?

No personal data from DVLA records will be shared with any third party/company and we will be adhering to strict Government guidelines on handling data. We will use ‘Promoveritas’ who will act as the independent prize draw adjudicators to select the winners of each prize draw. All customers will be offered the opportunity to opt out of the prize draw scheme prior to entering the process.

Can those using the Electronic Vehicle Licensing service opt out?

Yes, all customers will be offered the opportunity to opt out of the prize draw scheme prior to entering the process whether they use the phone or internet channels.

What’s included in the winner package?

The prize includes: a white SEAT Ecomotive 1.4 TDI, one year’s Vehicle Excise Duty (which is currently nil due to the low emissions of the SEAT Ibiza), standard manufacturer warranty and all registration, delivery and on the road costs. The prize also includes a voucher entitling the holder to a free Pass Plus Driver Training course to improve road skills.

Can EU residents apply, or is it restricted to GB residents?

This prize draw is open to all permanent (best defined as having GB as the place where they normally live, so would exclude tourists and short stay visitors) residents of England, Scotland and Wales. Our full terms and conditions for the prize draw includes all exemptions.

Can winners choose the colour of the car?

No, the prize draw car only comes in white.

How long does the prize draw run for?

The intention is run this prize draw for 12 months but is subject to periodical review.

What cost is there to the taxpayer?

The cars are being provided by SEAT at no cost to the taxpayer, SEAT have kindly offered to provide three (Ibiza model) or two (Leon model) cars a month as prizes in each draw ‘free of charge’.

Why can’t family members of DVLA employees apply?

It is standard practice for prize draws/competitions to exclude employees and their immediate families to avoid unfounded accusations of ‘fixing’ and any negative PR as a result of such accusations.

I haven’t got on-line access and wish to use the Post Office®, how can I enter?

You can still use our Electronic Vehicle Licensing service to tax or make a SORN declaration by using our telephone service (0300 123 4321). DVLA is not penalising customers who support their local Post Office®. How can I trust the DVLA that the prize draw will be done fairly?

We will use ‘Promoveritas’, a recognised independent prize draw adjudicator to ensure fair and correct selection of the winners of each prize draw.

Is there free insurance?

No.

If my tax isn’t due, can I enter the prize draw?

The intention is run this prize draw for 12 months but is subject to periodical review. This will ensure all DVLA customers have the opportunity to enter the prize draw.

Why is Northern Ireland excluded?

Presently the EVL service is not available in Northern Ireland.

How secure is my data if I use the Electronic Vehicle Licensing service?

The EVL system meets all security standards required by a Government Agency.

Pass Plus is a training course specifically aimed at new drivers, designed by the Driving Standards Agency with the help of insurers and the driving instruction industry. Pass Plus will build upon your existing skills and knowledge, it will teach you how to anticipate, plan for and deal with all kinds of hazards, and can help you to become more confident on the roads.

Why was the first Welsh winner presented with their car in the Millennium stadium and not at the local SEAT dealer?

DVLA have been based in Wales since 1969, so have a long and proud association with Wales. In addition, SEAT, our incentives partners, actually sponsor the WRU so there was a Welsh flavour to the whole presentation.

Why did Gethin Jenkins present the prize to the Welsh winner? Are DVLA paying his fee for this?

SEAT are one of WRU’s sponsors, so as part of their contract, SEAT have asked WRU for one of their players to present the prize, and Gethin Jenkins has kindly agreed to do so on this occasion.
