Regulating Air Transport: Consultation on Proposals to Update the Regulatory Framework for Aviation
Government's proposal for modernising the civil avaition regulatory framework. This consultation builds on the proposals for reforming the economic regulation of airports in the UK which we consulted on earlier in the year.

The Future of the Abbey Line
The Department for Transport (DfT) and Hertfordshire County Council (HCC) want to increase the frequency of services on the route between Watford Junction and St Albans Abbey in Hertfordshire (the ‘Abbey Line’). The proposal is to convert the Abbey Line to light rail, which means that the line will run tram vehicles rather than traditional heavy rail vehicles.

Amendment to the Safety at Street Works and Road Works Code of Practice Consultation
The Safety at Street Works and Road Works Code of Practice sets the statutory minimum requirements to ensure that all road users and operatives at sites remain safe when works are taking place. The proposed changes would make the code statutory for local authorities as well as utilities, set new standards for equipment, and ensure greater consistency with other legislation, such as Chapter 8 of the Traffic Signs Manual, 2005 Disability Discrimination Act, and 2007 Corporate Manslaughter Act.

The EC Air Services Regulation: consultation on pricing enforcement regime and leasing appeals
A consultation on draft regulations which will permit the Civil Aviation Authority and the Office of Fair Trading to take action to ensure compliance with the provisions of Regulation EC 1008/2008 on the transparency and non-discrimination of air fares; and introduce a right of appeal against decisions of the Secretary of State for Transport and the CAA on the leasing of aircraft.

European regulation on new van CO2 emissions
Consultation on proposed European Union legislation. This would require manufacturers of vans sold in the EU to meet targets for carbon dioxide emissions for their vehicles on the basis of sales-weighted averages.

Increasing the uptake of eco-driving training for drivers of LGVs and PCVs
The DfT is considering options to achieve a 90 per cent uptake of eco-driving training for drivers of Large Goods Vehicles (LGVs) and this consultation document invites views that will help inform this. It also considers whether a similar approach should be adopted for drivers of Passenger Carrying Vehicles (PCVs). This consultation document does not make specific amending proposals which would be the subject of a separate consultation if necessary.
