Third consultation on Single European Sky (SES) – informing the UK’s negotiating position on SES II
The SES II Communication gives the European Commission’s overall approach to its second Single European Sky (SES) package which sets out 4 proposed pillars of action Amending the four SES foundation regulations to introduce a performance framework; the European Aviation Safety Agency as a single aviation safety regulator; technology improvements through the SESAR project; and improving airport capacity. The consultation focuses on the first pillar of action - the draft Regulation amending SES I.

European regulation on new car CO2 emissions
Consultation on proposed European Union legislation. This would require manufacturers of cars sold in the EU to meet targets for carbon dioxide emissions for their vehicles on the basis of sales-weighted averages.

Vehicle lighting and construction regulatons - proposed amendments
Consultation on changes to the Road Vehicle Lighting Regulations and Construction and Use Regulations. These proposals aim to improve the visibility of large goods vehicles, permit vehicles, such as police cars, to use distinctive retro-reflective markings (battenburg), allow mountain rescue vehicles used for emergency purposes to be fitted with blue warning beacons and sirens and to make minor amendments to align with European regulations and clarify the use of lights on parked goods vehicles.

Consultation on the retrofitting of devices for indirect vision (mirrors) on motor vehicles
This consultation concerns amendments to regulation 33 of the Road Vehicles (Construction and Use) Regulations 1986. The amendments are necessary to implement the European Community Directive 2007/38/EC. This Directive imposes requirements for improved mirrors to be fitted to existing goods vehicles so as to increase the driver’s field of vision and reduce blind spots.

Local Transport Bill - Community transport - consultation on draft regulations
This consultation sets out the Government's proposals for implementing the provisions in the Local Transport Bill relating to the conditions of use, and procedures, applying where vehicles are used under permits granted to community transport groups. The consultation covers two sets of draft regulations. One set of draft regulations relates to section 19 permits and the other to community bus (section 22) permits

Charging of heavy goods vehicles for the use of certain infrastructure - regulations
In 2006 a Directive was adopted amending EU rules on tolls and charges for lorries (2006/38 EC). The Directive does not require member states to levy tolls and charges for lorries, but where member states choose to do this they must respect the rules in the Directive. This document sets out, for consultation, our proposals for transposing the Directive into national law.

Local Transport Bill – Consultation on bus partnership guidance and regulations
The Local Transport Bill includes measures to promote more effective partnership working between local authorities and bus operators, including through voluntary partnership agreements and quality partnership schemes. The Department has published a consultation on draft Guidance which it is proposing to issue, and drafts of Regulations which it is proposing to make, assuming the Bill receives Royal Assent.
