Dear Consultee,

Consultation exercise:  Proposed amendments to the Road Vehicles Lighting Regulations 1989 and the Road Vehicles (Construction and Use) Regulations 1986

The Department would like to invite your views on the following proposals to amend the Road Vehicles Lighting Regulations (RVLR)

  • Require certain goods vehicles to be fitted with retro-reflective conspicuity markings;
  • Permit the use of distinctive retro-reflective markings (battenburg) on vehicles used for Police, Fire and Rescue, Vehicle Operator Services Agency (VOSA), Ambulance and Traffic Officer purposes;
  • Amend the definition of emergency vehicle to include Mountain rescue vehicles and hence permit them to use blue warning beacons;
  • Align RVLR with certain elements of UNECE Regulation 48 and
  • To clarify requirements for the use of lights on goods vehicles parked at night.

To further align the requirements of Mountain Rescue services with other blue light users we plan to amend the Road Vehicles (Construction and Use) Regulations 1986 to permit their use of warning sirens.
I am now writing to you to invite your comments on the enclosed draft Statutory Instruments and Impact assessments.

These proposals will be of particular interest to manufacturers of goods vehicles and those operating emergency services.
