Consultation on Contracting Out Orders for Highway Functions

I am writing to inform you that the Department for Transport is issuing a consultation on the contracting out of highway functions. The package comprises of the consultation paper, two draft contracting out orders and a consultation response pro-forma and is published on the Departments website:

Purpose of the consultation

The Government proposes to consolidate the existing orders and include new and modified functions into two new orders. This will enable Street Authorities and Highway Authorities to effectively contract out highway functions.

Intended audience

This consultation will be of most interest to Highway and Street Authorities, but will also concern statutory undertakers, those parts of the construction industry involved in highway maintenance and possibly other more general outsourcing firms.

A list of organisations/stakeholders that we have sent this consultation to is included in Annex A. If you have any suggestions of others who may wish to be involved in the consultation process please let us know.

How to respond

The Government would appreciate your views on these proposals.  A full list of questions can be found in the consultation paper and individual questions are highlighted at the relevant points. You are encouraged to read all the documents before completing your response. Consultation responses should reach the Department no later than 22 February 2008.  A response pro-forma is provided at Annex B; please email your responses to streetworks-contractingout@dft.gsi.gov.uk. 

This consultation has been produced in accordance with the principles of the Government’s "Code of Practice on Consultation" which are included at Annex C. Ministers have approved a shorter consultation period of six weeks.

An Impact Assessment has not been produced because we do not think that these changes will have any impact on Business or the Public sector. Please let us know if you think there is an impact that we haven't considered.

A summary of responses to this consultation will be published on our website: www.dft.gov.uk after the consultation period has closed.
