Directive 2003/20/EC - Use of sealt belts and child restraints by child passengers on buses and coaches
I attach a copy of an initial consultation paper (Annex A) and draft Impact Assessment (Annex B) on which the Department would welcome your comments. Questions about this consultation, and responses, should be sent to:

2. This letter and enclosures are being sent to all those listed in Annex C. Please let us know if you think anyone else should receive copies. These documents may be freely reproduced if you wish to pass them on and further copies are available on request. Copies will also available from the Consultations section of the Department's web site at www.dft.gov.uk and on www.info4local.gov.uk
3. This consultation has been produced in accordance with the principles of the Government’s "Code of Practice on Consultation" which are included at Annex D
4. Responses are required to arrive no later than 30 November 2007. A reply form is attached at Annex E. A copy of that in Word format will be available from the relevant part of the consultation section of the Department's web-site. All the comments received will be considered carefully.
5. A report on the consultation will be published on our web site and a copy sent to all those who respond. According to the requirements of the Freedom of Information Act (2000), all information contained in your response to this consultation may be subject to publication or disclosure. This may include personal information such as your name and address. If you want your response or your name and address to remain confidential, you should explain why confidentiality is necessary. Your request will be granted only if it is it is consistent with Freedom of Information obligations. An automatic confidentiality disclaimer generated by your e-mail system will not be regarded as binding on the Department.
6. The above-mentioned Directive is being implemented separately in Northern Ireland. However, this consultation document discusses proposals which might be implemented in Northern Ireland as well as in Great Britain. Copies of responses received from Northern Ireland will be forwarded to the Department of the Environment which has lead responsibility for road safety in Northern Ireland, and they will issue a separate report and decision letter in due course.
