The report contains updated economic appraisal of the airport development options presented in The Future Development of Air Transport in the United Kingdom consultation documents, taking account of the revised Green Book, Appraisal and Evaluation Government (published in January 2003).

The new edition of the Green Book incorporates revised guidance, to encourage a more thorough, long-term and analytically robust approach to appraisal and evaluation.

The report sets out the benefits, costs and net benefits of the various airports considered for the South East, the Midlands and Scotland.
