Purpose and Expected Benefit

The Department's International Road Freight Office issues permits to road hauliers for international journeys to a number of countries outside the EC, as well as Ecopoints for transit through Austria. Treasury guidelines require the administrative costs of issuing such authorisations to be covered by the fees charged. These Regulations increase the fees for international haulage permits and reduce the deficit currently experienced by the Department.

Road hauliers engaged in international operations to non-EU (mainly Eastern European) countries.

Extent of Consultation

The Road Haulage Association and the Freight Transport Association were consulted about the fee increases and were content.

Effects on International Competitiveness

Negligible. The fees payable for the issue of permits remain a small part of the total cost of an international haulage operation.

Arrangements for Monitoring and Review

The level of fees will be monitored and reviewed in accordance with the Treasury guidelines.
