COBA and QUADRO are detailed project appraisal tools that assess the relative costs and benefits
of road improvement schemes and total costs of roadworks operations respectively.
Both COBA and QUADRO rely on a large quantity of transport related economic and demographic
data. The programs are supplied
with a certain amount of default UK data, but most data can be
customised as needed.
The data types interact with sophisticated models that cover
areas such as traffic growth, values of time, accident
rate forecasts and costs, fuel consumption, carbon
emissions and associated indirect taxes. COBA presents its final results in the form of tables showing the Economic Efficiency
of the scheme expressed in market prices consistent with the UK Department of Transport's WebTAG guidance.
COBA and QUADRO are both DOS based programs, but include a Windows based Viewer
program for displaying and comparing results.
